where do minipets come from

When daddy minipet and mommy minipet love eachtoher a lott they decided they want a baby minipet ,so they ask the Stork for one.

Now to answer your question if your serious, they are gifts you get from Anet when a character has reached its birthday. ( thats character not account)
So you get one when your charcter is 1 year old ,2 years old etc etc
